Misuse Of Funds Earmarked For NRHM

Will the Minister of HEALTH AND FAMILY WELFAREbe pleased to state :- (a) the details of funds allocated to States under National Rural Health Mission (NRHM) during the last three years;
(b) the details of funds spent;
(c) the details of funds spent by the States on procurement;
(d) whether Government has received any complaint regarding misuse of funds allotted to States under NRHM;
(e) if so, the status thereof; and
(f) the actions taken or being taken by Government in this regard?
ANSWER
THE MINISTER FOR HEALTH AND FAMILY WELFARE (SHRI GHULAM NABI AZAD )
(a) & (b): The details of funds allocated to different States under NRHM and funds reported to be utilized by the States during the financial years 2008-09,
2009-10 and 2010-11 is as follows: Year Funds allocated by Govt. of India
(Rs. in crores) Funds utilized
( Rs. in crores) 2008-09 10,192.23 10,565.10 2009-10 11,581.31 13,226.01 2010-11 12,923.26 16,044.47 Funds utilized include allocation by Government of India, State’s contribution and uncommitted unspent balances relating to earlier years.
(c): An amount of Rs. 400.36 crores, Rs. 413.81 crores and Rs. 465.34 crores has been reported to be spent by the States on procurement under Mission and RCH Flexible Pools during the Financial Years 2008-09, 2009-10 and 2010-11 respectively.
(d) to (f): Complaints received from time to time, are immediately drawn to the attention of the State Government for necessary action. In addition, the following mechanisms have been put in place for adherence to financial procedures:
(a) Quarterly Financial Monitoring Reports to be submitted by the State;
(b) Annual Statutory Audits;
(c) Concurrent Audit; and
(d) Visits by the teams of the Financial Management Group of the Ministry to States for periodical reviews. Deficiencies / shortcomings noticed during the reviews are immediately brought to the notice of the States for remedial action.
