Thank you, Sir. I rise to speak on the Budget 2013-14. The Economic Survey 2012 had predicted that the Indian economy would register growth of around 7.6 per cent, plus or minus 0.25 per cent, in 2012-13. But now, the economy is expected to register a growth rate of 5.0 per cent in 2012-13. According to economic Survey, Growth rate in Agriculture, forestry and fishing has declined from 5.1% in the year 2005-06 to 1.8% in the 2012-13. Mining and Quarrying from 1.3% in the year 2005-06 to 0.4% in the year 2012-13, Manufacturing from 10.1% in the year 2005-06 to 1.9% in the year 2012-13, Construction from 12.8% in 2005-06 to 5.9% in the year 2012-13, Trade, Hotels, and restaurants, transport and communication from 12.0% in 2005-06 to 5.2% Service. The Growth Rate has declined significantly in almost all sectors during the period from 2005-06 to 2012-13. As a result, our GDP has declined from 9.3% in the year 07-08 to 5.0 in the year 2012-13. Fiscal Deficit increased from 2.5% in 07-08 to 5.01% in 2012-13. Capital formation also declined from 38.1% 2007-08 to 35.0% 2011-12.

Sir, the allocation in case of education, health and woman and child development in respect of the UPA II has decreased from UPA 1 . I would just give you data, in education it was 25.7 %, now in UPA II it is 21.7% . In health it was 19% now in UPA II it is 16.2% . In case of woman and child development it was 28.9 % now it is 25.4 %. There is inadequacy of the Budgetary hike for education sector. 25.7 %, now in UPA II it is 21.7% . The Education Minister informed press recently that a very little amount has been allocated to Education Ministry, and he will make a request to Finance to increase. Nothing has been done.

The Economic Survey also indicates that, the economy has slowed down due to euro crisis, uncertainty in fiscal policy in the United States and weak monsoon. Revenues did not keep pace with spending, the fiscal deficit threatened to breach the target, saving falls and private saving also shrinks. Current account deficit also increased.

Sir, if we take the issue of Infrastructure projects, they are unable to complete due to inconsistent Govt. policies thus resulting huge PSU banks exposure and becoming NPA’s.

While world-wide infrastructure financing is on long term basis, we have no Policy regarding Long Term Low Cost initiatives. Not only this, Sir, we have no proper gestation periodmethodology and combined with improper finance planning which is affecting Thermal / Gas based / Hydel Projects and they are all languishing

In AP alone, I am told, 6000MW equivalent power plants capacity is completed but due to environmental clearance (once given) are kept idle and this amounts to Rs.30,000 Cr of Banks’ Money which is completely stuck.

No proper Coal Linkages/non fuel supplies resulting in power plants being non-starters are posing a major setback to the whole Country,

while Petroleum as well as Gas allocations which are not planned are affecting our foreign exchange outflow.

Sir, This kind of inconsistent approach towards the Industry will have serious ramifications on industries too, be it large, medium or small, and they are all not running beyond 30% of their capacity due to the lack of working capital or power cuts as all this is cyclical.

This would lead to people’s unrest because most employees will eventually default in either housing loans or personal loans which eventually will affect the Country’s ratings.

Sir, regarding Agriculture, this sector is constantly suffering either due to lack of fertilizers or lack of power or no proper financing. In fact no Indian farmer wants any dole as he is a respectable person. Our economy is pushing him to live on doles. Govt can give them a level playing field by supporting proper timely fertilizers, power, warehousing facilities and cold storage centers.

Sir,our farmers in Andhra Pradesh are going on Crop Holidays which was unheard in the past. Why is there no planning to address such issues when we are largely dependent on agriculture? Is there no responsibility to take care of farmer issues? I am sure though this Budget did no mention, at an appropriate time this Government will resort to some quick fix method in this election year to give a Loan Waiver scheme in order to draw votes as well as help middle men as seen by the recent CAG’s report on the earlier loan waiver scheme.

In order to accelerate the growth rate, all the major sectors, Agriculture, Industry and services, have to perform well. India has 1799000 square kms. of Agricultural Land. China has lesser agriculture land area than India and still it produces more agro products than India. Productivity per acre is much more there than in India. I would like to know from the Hon’ble Finance Minister what Government has in mind to increase productivity in agriculture.

Sir,in my Budget speech of last year in this House you may please recall that I have mentioned the way our economy is going and the way industries are going to their banks for Corporate Debt Re-structuring and unless this is not corrected it would hit the healthy banks which have played such a vital role in nation building. They are likely to land on the sick bed which may warrant a Special Banks Restructuring Cell. This will pull our Country’s rating further down.

Sir, the problem is, there is total paralysis of the Govt. in terms of inter – Ministerial relationship, be it in fiscal issues or even internal law enforcement issues. There is total chaos in between Ministries. I had on several occasions cautioned that the way our economy is being neglected there would be very soon large scale NPA’s and as the Manufacturing sector is already down. Very soon joblessness will rise and would Impact inflation. Our Imports and exports amounts to 44% of GDP and capital inflow and outflow represent 108 % of GDP. Sir, Today we are discussing the most important issue, i.e. Finance of the Country and continuous slow down of the economy for the two/three years, which the Hon’ble Prime Minister has also accepted. I would like to know from Hon’ble Finance Minister, what concrete steps are being conceived to move up our economy and to contain inflation. Every Budget time, the Government takes the international crisis as the reason for the slowdown of the economy. International crisis was there in 2008 but in the year 2008-09 our economy was completely insulated. Why our economy today is so badly affected and why is the Government takes the reason of the crisis to the American crisis. India is a big country; we have a big domestic market. We should explore the possibilities to boost domestic market. There is a huge potential for the domestic consumption and market. I wish, the Hon’ble Finance Minister, would tell us what plans this Govt has for this.

Unless India undertakes reforms, our economic growth will be far below potential. At this hour, there is a need to be innovative in terms of policy. But our Government have failed to spell the innovation in the policies in the Budget.

Sir, regarding my State of Andhra Pradesh which was one of the most flourishing States and several years back and was being compared to California / Singapore etc. The State which gave the best talent to the Software world and created so many jobs is today in total backwardness. This Budget has nothing to provide for issues like Power as am sure that many industries would be closing down while many more will become NPA’s. Both Govts in Centre as well as the State are same but apathy been shown in such a way that the state is totally neglected. Earlier we were told that we are a de-coupled economy and hence insulated. Does it now mean that are we now re-coupled economy?

Sir, this Budget has no direction. This Budget has failed to fulfill the dreams of the people of the country. With this, I conclude. Thank you, Sir

Need For Modernizing Surveillance Mechanism To Combat Terror Attacks In The Country

Sir, this is regarding recent bomb blasts. We have been observing this in our country every time. Each and every time, whenever it happens, it will have some major reaction and in general, the Government is not taking any preventive action, particularly in the State of Andhra Pradesh after Gokul Chart, whatever happened, the entire country, nationally and internationally, also knows about it. The people of Hyderabad earlier have been living very peacefully but everyone today is living with fear of the unknown. What happens, when it happens, nobody knows. In these circumstances, more surveillance is required in every busy area and Government offices in general; particularly, Hyderabad being a hub for pharma industry and IT industry, a lot of foreigners have been visiting very recently and a lot of countries have started giving alarm signals to their citizens while visiting the State of Andhra Pradesh, which is very dangerous, and it is also an unfortunate thing which is happening now. That way, all investments have been running away from the State of Andhra Pradesh. Recently, I also read in some newspaper that the Government of Andhra Pradesh gave much more importance by giving bullet proof cars to the Chief Minister, rather than simple CCTV cameras to set up at various busy areas. So in this regard, I have a couple of suggestions to make. Immediately, we have to install all CCTVs in every important place and also educate every citizen, as many citizens as possible, to observe terrorist activities and actions and reactions, and how to respond. And information system has to be improved. And, particularly, whatever technology available with us under Information Technology can be properly utilized. Instead, what we are doing is, whenever anything happens, we have some knee-jerk reaction and then we are all forgetting. So, we have to learn something from the developed countries like the USA. We know that nothing has happened after 9/11.

Early Completion Of Chittoor Mega Food Park

Demand For Early Completion Of Chittoor Mega Food Park In Andhra Pradesh

Chittoor Mega Food Park is the first Mega Food Park being established in the country at the total cost of Rs. 126.54 crores, in village Mogili, at Chittoor District in Andhra Pradesh. Out of fifteen Mega Food Parks sanctioned during the Xlth Plan by the Ministry of Food Processing, this is the first Mega Food Park approved by the Ministry of Food Processing Industries. The Mega Food Park Scheme was approved by the Government during the XI Plan, with an objective of developing adequate infrastructure facilities with effective supply chain management from farm gate to retailer outlet in a market driven manner. The approval of first phase of Chittoor Mega Food Park was accorded in the year 2009. Till date only 50-60% works at the Central Processing Centre (CPC) have been completed. Special Purpose Vehicle viz. M/s Srini Mega Food Park Pvt. Limited have floated tenders for various components of basic enabling, core processing and non-core infrastructure at the CPC. However there has been inordinate delay in completion of this project. The early completion of this Mega Food 
Park will not only generate employment but people of Chittoor District it will also be benefited from the project. There will be economic development in the region. I, therefore urge upon the Government to take necessary action and direct the concerned agency for early completion of this project.

Separate State Of Telengana With A Separate Legislature, Executive And Judiciary In Accordance With The Constitution Of India

Sir, I rise to speak on the current scenario in Andhra Pradesh. (Interruptions) Sir, the entire world knows that Andhra Pradesh was growing until 2004 at the highest speed and it took its position on the world map, especially during the regime of Telugu Desam Government, as a progressive State of India. (Interruptions) Similarly, every one of us knows the present sad state of Andhra Pradesh. Leaving apart social development, industrial growth has come to a grinding halt. The I.T. and commodity exports have come to the lowest level. There is, absolutely, no governance in Andhra Pradesh

Post-independence, while forming the Republic of India, several deliberations/agitations took place, which include appointment of Dhar Committee, appointment of SRC for forming linguistic States. Finally, I am told, the then democratically elected, our first hon. Prime Minister, Pandit Nehruji, has taken a decision by consulting Sardar Vallabhbhai Patel, and Shri Pattabhi Sitaramayya. Again, this issue surfaced during 1969-72, the then elected Prime Minister, Shrimati Indira Gandhi, who told in her reply to a Bill on 21.12.1972, in Lok Sabha, on issues involving separation of States. I would like to quote a few lines from that enlightening speech: “Matters which involved regional feelings quite often do arouse the emotions of the people in this country, as in many other countries, and we certainly cannot ignore the emotions of the people. But I should like to stress that no solution can be found while the atmosphere remains charged with emotions. Any solution, any answer has to be found in a very cool, calm and rational manner.” My second point is, there are some things which are part of our national life. It is true that the question of linguistic States was very much a part of the national movement. There was no getting away from it. The units of every party, which was in existence at a time, were formed on the basis of language in spite of the British Provinces having different areas. There is an overall rationality in the formation of our various States and we should be very careful not to break this foundation of rationality in momentary passions. I am sure that no Telugu speaking person whether he lives in the coastal region or in Rayalaseema or in Telangana will ever do anything even in anger or in desperation, which is not in the larger interest of their entire State, and also in the interest of the country as a whole. At the same time, under Article 371 D, a Presidential order was issued. In order to save the time of the House, I do not want to repeat the points. Sir, wisdom lies in bringing down the emotions and not in arousing emotions for political considerations. I am appealing, through you, to all, especially to the Congress, to be wise enough to go through, if, at all, they suffer from any confusion. Sir, recently, the hon. Home Minister, Shri Chidambaram, while replying on this issue, stated that if all the political parties can come to unanimity, the Centre is ready for having a decision on an issue. I strongly object to this as political unanimity cannot be the guiding principle for a decision on an issue relating to the division of a State. In a federal structure, it is the responsibility of the Centre to formulate policies and draw priorities on various issues in the interest of the entire country. Sir, I am getting an impression from the approach of this Government that if political unanimity is possible, will we be ever ready to surrender the independence of this country? (Interruptions) That is the fact. You cannot stop.

It is in the knowledge of everyone that this Government appointed Justice Srikrishna Commission on this issue and the Commission submitted its Report after taking views of all the stakeholders. If that being the fact, what else this Government wants to know from the parties? What is the stand of the Government on the Report given by the Commission? If the Government is under any confusion on the issue of Telangana, it has the benefit of the Report of a Commission at its disposal and the Government is duty bound to tell this nation, and the people of Andhra Pradesh in particular, as to why it is not in a position to take any decision on this issue.

Sir, after submission of Report by Justice Srikrishna Commission, some new parties came into existence in Andhra Pradesh. I would like to know from the Government whether it intends to reopen the entire exercise in the name of political unanimity. Can there be an end for this as another party may come into existence before such an exercise is completed? Therefore, this Government should not harp on lame excuses of lack of political unanimity and must come out immediately with a solution, thus ending the prevailing uncertainty.

Sir, I would like to appreciate the efforts made by my colleague, Shri Javadekar, to find a solution for this boiling issue through his Private Member's Resolution in this House. While I do not have any doubt about his sincerity on the subject, I wonder as to why NDA failed to act on this issue when they were in power Undoubtedly, Shri Javadekar and BJP owe an answer to this nation and the State of Andhra Pradesh on this.

Sir in 2004 elections, Congress started its campaign with a promise of separate Telangana. But, at the end of 2009 election campaign, their own Chief Minister sought a clarification from people of coastal Andhra and Rayalaseema as to whether they would like to enter Telangana with a visa by not voting in favour of Congress. This clearly spelt out that the Congress has all along been dealing with this issue keeping in mind power politics and never shown sincerity for any honest resolution of the issue.

Sir, in fact, during 1984 August political disturbances in Andhra Pradesh, our great party founder, Shri N.T. Rama Rao, preferred to dissolve the State Assembly and go in for reelection in order to implement the policies which he believed are in the interest of the people of Andhra Pradesh. He never compromised on anything just for the sake of sitting in power.

Sir, similarly, I would like to mention that even during 1991, when our country's economic situation was extremely bad, our great leader, Shri P.V. Narasimha Rao Garu, had brought out economic reforms by managing minority Government, but he never compromised on his policies for the sake of power. But, irrespective any political parties, they have been using the issue of Telangana as a political weapon for getting only political benefits.

Sir, lack of wisdom is no sin, but disrespecting the wisdom shown by our great elders is, indeed, a sin. After Independence, our elders in their own wisdom, thought that reorganisation of the States on linguistic lines can be a better solution for so many socio-political issues faced by the country. Therefore, I request the Government to find a solution to this issue taking into account all these historical facts.

Finally, what is it that our State, or the people of Telangana, are requesting for? Even article 370D mentions so many privileges; but none of the political parties, none of Governments have ever bothered to follow the Presidential amendment to the Constitution also. In fact, based on the population, they have requested for about 40 per cent reservation , integration of rivers, preservation of culture, and for declaring certain industrial corridors. Even if the Government of India could allot some industrial corridors to the Telangana region, most probably, most of the people may get jobs and this unrest may be contained.

Sir, enough damage has already been done due to indecisiveness of the Government on this sensitive issue. Therefore, I appeal to the Government to immediately announce a decision on this issue, keeping the larger interest of the country in view, rather than acting for petty political interests. The UPA Government is entirely responsible for the present state of affairs in Andhra Pradesh. The Government must immediately take a decision either about united Andhra or, otherwise, in the interest of a separate State of Telangana, because, already, enough time has been lost; many students have committed suicide; and there is a huge political unrest there; we must put a full-stop to all this. I am not here to blame any political party. But Parties after Parties have been using this as a weapon in order to get some political mileage. We have to put a full-stop to this.
