Programmes Undertaken Under BADP

Will the Minister of HOME AFFAIRS be pleased to satate :-


(a) the programmes undertaken under Border Area Development Programme (BADP);

(b) the year-wise and sector-wise amount spent in Tenth Plan and so far in Eleventh Plan for the programme;

(c) the year-wise and sector-wise targets set and results achieved;

(d) whether any case of misuse of funds came to the notice and if so, the action taken thereon;

(e) whether any case of illegal migrants availing the benefits have come to surface; and

(f) if so, the details thereof and the action taken to prevent such misuse?

(a) & (b): Government of India has been implementing a Border Area Development Programme (BADP) through the State Governments as a part of a comprehensive approach to Border Management. The developmental activities under BADP relate to social infrastructure, link roads, employment generation, education, health, agriculture and allied sectors. The funds are provided to the States as a 100% non-lapsable Central grant for supplementing the State efforts.


The financial targets, allocation and release of funds to the States for undertaking the developmental activities in the identified border blocks under BADP is fixed by Government of India. During 10th Five Year Plan the budgetary allocation under BADP was Rs. 1754.14 crore and in 11th Five Year Plan i.e. from 2007-08 to 2011-12 is Rs. 3441 crore. State wise details for the amount spent, year-wise are given in the Statement at annexure-I. State Governments had undertaken developmental activities under this programme in various sectors namely:
(i) Roads
(ii) Education
(iii) Social infrastructure
(iv) Agriculture
(v) Health
(vi) Power
(vii) Security and other allied sectors. During 10th Five Year Plan, utilization of funds was not maintained specifically sector-wise. However, sector-wise break up of utilization of funds under BADP by the States during the 11th Five year plan from 2007-08 to 2010-11 has been given in the Statement at annexure-II.

(c): Government of India sets year-wise financial targets as fund allocation which is given in Annexure-I. Sector wise achievement from 2007-08 to 2010-11 is given in Annexure-II.

(d): Yes Sir, implementation of BADP is the primary responsibility of State Governments. Complaints received regarding misuse of funds are sent to the State Governments for appropriate action at their level.

(e): No, Sir.

(f): Does not arise.

People Killed In Kashmir Insurgency

Will the Minister of HOME AFFAIRS be pleased to satate :-

     (a)    the details of people killed in Kashmir insurgency           civilian and policemen between January, 1990 to April, 2011

(b) the details of militants killed during the above period; and

(c) the details of compensation paid during the above period?

(a) & (b): As per reports of J&K Government, 13226 civilians and 5369 Security Force personnel have been killed in terrorist violence in Jammu and Kashmir during the period from year 1990 to April, 2011. Similarly, 21323 terrorists have been killed during the same period.
(c): Relief is a State subject. As per the J&K Government’s Relief policy, the Next of Kins (NoKs) of civilian victims of terrorist violence as well as Security Force personnel are sanctioned ex-gratia amounts based on extent orders in this regard.

ISI Role In 26/11 Attack

(a) whether it is a fact that US investigations have confirmed ISI Role in 26/11 Mumbai attacks;

(b) if so, the details thereof; and

(c) whether Government contemplates to raise this issue at international forum?

(a) & (b) In the indictment filed by the US authorities in the District Court, Northern District of Illinois, seven individuals were charged for the Mumbai terror attacks, including those, the government believe, are associated with ISI. The testimonies during the trial drew attention to the links between the ISI and the terrorists responsible for the Mumbai Terrorist attacks.

(c) The Government has consistently drawn attention to the link between the security apparatus in Pakistan and the terrorist groups operating out of Pakistan. The international community is aware of these linkages.

Extradition Of Kim Davy

Will the Minister of EXTERNAL AFFAIRS be pleased to state :- 

(a) whether Government is planning to get Mr. Kim Davy extradited to India in arms drop case of Purulia district in West Bengal;

(b) if so, the details thereof; and

(c) the details of action taken/being taken by Government in the matter?

ANSWER

(SMT. PRENEET KAUR)

(a) to (c) Government has made strenuous diplomatic efforts to get Mr. Niels Holck alias Kim Davy extradited from Denmark. A formal request was made to the Danish Government in April 2002 and taken up thereafter on several occasions with that Government. The Danish Government agreed to do so on April 2010 after prolonged negotiations. Mr. Niels Holck alias Kim Davy appealed against the decision of the Danish Government in the City Court which ruled against the extradition on November 1, 2010. The City Court decision was immediately appealed against by the Danish Government. The matter was heard in the Eastern Court in Denmark from 16 to 19 May, 2011. The judgment delivered on June 30, 2011 upheld the judgment of the City Court and ruled against the extradition.
Soon after the Eastern Court of Denmark gave its judgment, Government conveyed its extreme disappointment at the highest levels to the Government of Denmark and urged it to appeal against it. However, on July 7, 2011, Danish Director of Public Prosecution announced the decision not to appeal the verdict of the Eastern High Court. Government’s disappointment and concerns were again conveyed to the Danish Government and it was emphasized that the judgment had grave and far-reaching implications and could only serve as an encouragement to terrorists and criminals. The grounds cited by the Danish Court as the basis for its decision were completely rejected by the Government. Government’s demand for extradition of Mr. Niels Holck alias Kim Davy to India stands.

Food Inflation

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state :-

(a) whether food inflation is still on the rise across the country;

(b) if so, the details thereof;

(c) whether hike in petrol, diesel and LPG prices are likely to further increase pressure on prices of household articles including food items; and

(d) if so, the steps proposed to be taken by Government?

ANSWER

(a) & (b): No Sir. The WPI based primary food articles inflation rate (%) after having reached a peak of 21.85% in the month of February, 2010 had declined to 10.66% in the month of April, 2011 and further to 8.38% for the month of June, 2011.

(c) : A hike in petrol, diesel and LPG prices is likely to have an indirect impact on prices of household articles including food items.

(d) : The steps already taken by the Government to contain food inflation are given in Annexure I.
