Rural House Shortage

(a) the details of fund earmarked under Bharat Nirman Scheme for the last three years;
(b) the number of rural house shortage identified in India, as on date;
(c) the number of houses constructed under the scheme during the last three years, State- wise; and
(d) time-frame fixed by which remaining rural house will be constructed?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT
(SHRI PRADEEP JAIN ‘ADITYA’)

(a) to (c): Indira Awas Yojana is one of the programmes included under Bharat Nirman Programme (BNP) of the Government of India. As per the estimates made by the Office of Registrar General of India based on 2001 Census, the total housing shortage in rural areas of the country was 148.25 lakh houses. A statement showing the State-wise details of Central funds earmarked and number of houses constructed under Indira Awaas Yojana (IAY) during the last three years is given at annexure.

(d): The Government is making efforts to reduce the housing shortage in the rural areas of the country as quickly as possible. Annual physical targets are fixed on year to year basis depending on Central Budget outlay provided for Rural Housing which has been increasing consistently over the years.

Review Of Implementation Of MGNREGA

(a) whether Government has proposed to review the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA);
(b) if so, the details thereof;
(c) if the review has already been done, what are the observations made therein; and
(d) the action taken thereon?

ANSWER

MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT
(SHRI PRADEEP JAIN ‘ADITYA’)

(a) to (d): The Ministry regularly reviews the implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). The following mechanism has been put in place to monitor its implementation across the country. Independent Monitoring and verification by National Level Monitors (NLMs) and Area Officers is carried out in cases of specific complaints. Central teams headed by senior officers of the Ministry are deputed to look into serious issues. Visits are also undertaken by members of Central Employment Guarantee Council to review performance. Performance of all schemes of the Ministry including MGNREGA is reviewed with all States/UTs in the meetings of the Performance Review Committee (PRC) held on quarterly basis. The last PRC was held on 17.11.2011. The findings and reports of such review meetings and visits are shared with the concerned States/UT Governments for follow up action as implementation of MGNREGA is done by the States/UT Governments in accordance with the Schemes formulated by the as per provisions of the Act.

Utilization Of Funds Allocated Under MGNREGS

Will the Minister of RURAL DEVELOPMENT be pleased to state :-

(a) whether it is a fact that about 40,000 crore was sanctioned for Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for 2010- 11;

(b) if so, whether the spending of this amount is proportionate, so far and the details of the amount spent upto the month of December, 2010 with respect of different States; and

(c) if not, the reasons therefor?

ANSWER
MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT
(SHRI PRADEEP JAIN `ADITYA`)

(a): Yes, Sir. A Budget provision of Rs. 40,100 crore has been made for Mahatma Gandhi NREGA for the year 2010-11.

(b) & (c): Mahatma Gandhi NREGA is demand based legislation. Funds are released to the States based on labour demand arising at the field level. Central Government had released a sum of Rs. 30,002.00 crore to the States/UTs up to 31.12.2010. States are required to submit their labour budgets based on physical and financial performance of the State in the previous financial year. Central Government releases funds to the States as per the projections made in the approved labour budget. First installment is released in April/May subject to a minimum of 50% of agreed labour budget after adjusting the opening balance available with the State/districts. For second installment, the States are required to submit their release proposals along with utilization certificates showing utilization of atleast 60% of the available resources. Funds can be released to the States/UTs out of the budget allocation made for Mahatma Gandhi NREGA for a year upto 31st March.
