Deaths Due To Chronic Diseases

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state :-
(a) whether Government is aware that 60 per cent of the deaths in the country are caused by chronic diseases like cancer, stroke, diabetes and cardio-vascular diseases;
(b) if so, whether Government has conducted any study in this regard;
(c) if so, the details thereof; and
(d) the steps proposed to be taken by Government to address this national problem?

(a) to (c): The exact number of death cases due to Non-Communicable diseases in the country is not known. However, the report on “Study on cause of death by Verbal Autopsy in India” by Indian Council of Medical Research (ICMR), 2009 indicates the distribution of NCD deaths in the country in 2003-04 for 5 selected states of Assam (43%), Bihar(34%), Tamil Nadu(49%), Rajasthan (29%) and Maharashtra(54%). The study suggests that 75% deaths occur in adults. The findings show that NCDs account for more deaths in states which were in higher socioeconomic strata as compared to the others.
A prospective study of one million deaths in India was undertaken by Registrar General of India in collaboration with CGHR Toronto to improve the cause of death statistics in India. As per the report on cause of death in India 2001-03 by Office of the Registrar General of India, 2009, non-communicable diseases are the leading causes of death in the country for 42% of all deaths.
(d): The Government of India has initiated a National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Disease and Stroke at an estimated outlay of Rs.1230.90 crore for the 11th Five Year Plan. The programme covers 100 districts in 21 States during 2010-12. The programme focuses on health promotion, capacity building including human resource development, early diagnosis and management of these diseases and integration with the primary health care system.

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state :-

(a) whether food inflation is still on the rise across the country;

(b) if so, the details thereof;

(c) whether hike in petrol, diesel and LPG prices are likely to further increase pressure on prices of household articles including food items; and

(d) if so, the steps proposed to be taken by Government?

(a) & (b): No Sir. The WPI based primary food articles inflation rate (%) after having reached a peak of 21.85% in the month of February, 2010 had declined to 10.66% in the month of April, 2011 and further to 8.38% for the month of June, 2011.

(c) : A hike in petrol, diesel and LPG prices is likely to have an indirect impact on prices of household articles including food items.

(d) : The steps already taken by the Government to contain food inflation are given in Annexure I.

SC Directive On Food Grains Distribution

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state :-
(a) whether the Supreme Court has issued any directive to release foodgrains to prevent starvation deaths and malnutrition;
(b) if so, the details thereof; and
(c) the action taken/proposed to be taken by Government to implement the directive?

(a) to (c): A Statement is laid on the Table of the House.
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF THE STARRED QUESTION NO. 15 DUE FOR ANSWER 01.08.2011 IN THE RAJYA SABHA.
(a) to (c): In the Writ Petition (Civil) No.196 of 2001 – PUCL v/s UOI & Others on Right to Food, the Hon’ble Supreme Court, in its order dated 14.5.2011 has directed that as a one-time measure, it is absolutely imperative in the larger public interest, to reserve 5 million tons of food grains for distribution to the 150 poorest districts or the extremely poor and vulnerable sections of our society. The Central Vigilance Committee on Public Distribution System (CVC on PDS) headed by Justice (Retd.) D.P. Wadhwa has been requested by the Hon’ble Supreme Court to identify the poorest districts or poorest segments of society and ensure that additionally allocated food grains reach this segment from time to time.
2. Pursuant to the above orders of the Hon’ble Supreme Court and the recommendations received from the CVC on PDS, additional allocation of 2,57,336.67 M.Ts of rice and wheat have been allocated for three months to 45 districts in the States of Bihar, Himachal Pradesh, Uttarakhand, Jharkhand, Manipur, Haryana, J&K and Rajasthan on 21st July 2011.

Vacancies In The Office Of The Registrar Of Companies

FILLING UP OF VACANT POSTS IN REGISTRAR OF COMPANIES IN HYDERABAD

The Registrar of Companies, Hyderabad, in Andhra Pradesh, was established in the year 1956 with staff strength of 10. After taking over of 600 companies from Nizam, at present, about 72,000 companies are registered with this RoC in Andhra Pradesh. However, the staff strength remained more or less at 1956 level. Though the staff strength has been increased, more than 50 per cent posts are lying vacant with the RoC, Hyderabad, due to resignation or retirement of the employees. As a result, the RoC is facing difficulty in handling its daily operations leading to inconvenience to entrepreneurs and others concerned.

I, therefore, request the Government to issue suitable directions to the concerned authorities to fill up the vacant posts, so that problems of RoC, Hyderabad, could be mitigated.
