Will the Minister of URBAN DEVELOPMENT be pleased to state :- (a) whether it is a fact that the metro railway in Delhi is often facing operational problems;
(b) whether it is also a fact that trains are often stuck up midway causing a lot of inconvenience and anxiety to the commuters; and
(c) if so, the steps being taken to improve the metro services in Delhi?

(a): No, Sir. Delhi Metro Rail Corporation (DMRC) Ltd. has reported that it is not facing operating problems often. Till now, few cases of technical snags have occurred in Overhead Electric Traction (OHE)/ Signalling and rolling stock in the recently commissioned Gurgaon and Sarita Vihar lines. Corrective measures have already been started by DMRC.
(b): No, Sir, trains are not often stuck up midway. In 9 years of operation, only in 10 cases trains were stuck up between the stations for duration of 20 to 30 minutes and required rescue of train.
Will the Minister of URBAN DEVELOPMENT be pleased to state :- (a) the details of the contract awarded for building the Games Village for recently concluded Commonwealth Games;
(b) whether Government has received any complaints of alleged irregularities and deficiencies in construction of the village;
(c) if so, the details thereof and status thereof;
(d) whether it is a fact that there was bad delay in handing over the village to OC resulting in total disruption of installation of accessories like TVs, Washing Machine and Wi-Fi services; and

(a) : Residential flats in Commonwealth Games Village was constructed on a Public Private Partnership (PPP) mode. The tender was awarded to M/s Emmar-MGF Construction Pvt. Ltd. by the Delhi Development Authority(DDA). Details of other works in Commonwealth Game Village costing more than ` 5 crore, as intimated by DDA, is annexed.
(b) & (c) : Delhi Development Authority (DDA) has informed that it has noticed a number of deficiencies and delays in the construction of flats by M/s Emaar MGF Construction Pvt. Ltd., to whom the tender was awarded by DDA for constructing Commonwealth Games Village on Public Private Partnership Mode. Such deficiencies pertain to basement, lift pits, non installation of required number of hydro-pneumatic pumps, water proofing of terrace, fixtures of glass in the balconies, faulty power connection, choking of pipes, incomplete landscaping, etc. The Project Developer has also deviated from the sanctioned plan. A Technical and Quality Audit Committee has been constituted by the Lt. Governor of Delhi. According to the report of DDA, the irregularities allegedly committed in the process of award of work “construction of Swimming Pool, Athletic Track, Training Hall and Fitness Centre at Games Village” to M/s Sportina Payce Infrastructure Limited were pointed out by the Chief Technical Examiner (CTE) of Central Vigilance Commission (CVC) in July, 2009. Even while these irregularities were under examination by the CVC, the work of M/s Sportina Payce Infrastructure Limited was found unsatisfactory and the contract was terminated in October, 2009. Consequently the Performance Guarantee & Security Deposit amounting to `5.00 crore was forfeited. Liquidated damages of `5.75 crore were also imposed. The work was later awarded to M/s Sam Builtwell (India) Private Limited and completed by 31.08.2010.
(d) : DDA has further informed that the handing over the apartment to OC started on 24.07.2010 & completed on 30.08.2010. There was no disruption of installation of accessories like TVs, washing machine & Wi-Fi services due to DDA.
(e) : For delays, deficiencies etc. action has been initiated by DDA against M/s Emmar MGF Construction Pvt. Ltd. Liquidated damages were levied and the performance security of `183 crore was invoked out of which `90 crore have been encashed. The Project Developer has moved the High Court and the matter is at present sub-judice. In respect of M/s Sportina Payce Infrastructure Ltd., consequent to termination of Contract Performance Guarantee & Security Deposit amounting to `5.00 crore was forfeited. Liquidated damages of `5.75 crore were also imposed.
