(a) to (c) The Right of Children to Free and Compulsory Education (RTE) Act 2009 has come in to force w.e.f. 1st April, 2010. The infrastructure and manpower requirements for the implementation of the RTE Act have been estimated as under: 1. Teachers : 5.08 Lakhs 2. Part time instructors : 3.10 Lakhs 3. Additional Classrooms : 14.25 lakh The Central Government has revised the norms of the Sarva Shiksha Abhiyan (SSA) programme to correspond with the provisions in the RTE Act, 2009. The revised SSA norms include provision for teachers in accordance with the norms of pupil teacher ratio mandated under the RTE Act. Government has also revised the fund sharing pattern in the 65:35 ratio between the Central and State Governments for implementation of the revised SSA programme. Further, Government has estimated a requirement of Rs. 2,31,233 crore over a five year period from 2010-11 to 2014-15 for implementation of the revised SSA programme. This includes Rs 24,068 crore provided by the 13th Finance Commission for Elementary Education. In 2010-11, the Central budget for SSA programme has been enhanced from Rs. 15,000 crore to Rs. 19,000 crore. (d) & (e) The revised SSA programme is the main vehicle for implementation of the RTE Act. Not- for- profit organizations, including civil society contribute to elementary education through partnerships within the broad parameters of State policy. Tax relief to organizations is provided as per the extant taxation laws of the country.
Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state :- (a) whether it is a fact that Wi-Fi system at Commonwealth village never functioned during the Commonwealth Games 2010; (b) if so, the details thereof and reasons therefor; (c) whether it is also a fact that to tide over the crisis OC had to provide two data cards to each of the CGAs; and (d) the details of fund earmarked for the purpose and expenditure incurred thereon?

(c) In order to meet the requirement of the Commonwealth Associations, 145 no. (approx.) of Data Cards were provided to CGAs to cater to the requirement. (d) 75 no. (approx) of Data Cards from MTNL at the rate of Rs.3600/- per card and 70 no. (approx) of the data card from TATA Photon at the rate of Rs.2950/- per card were provided to CGAs to cater to the requirement.
