New Schemes To Promote Export Performance

a) whether Government has introduced new schemes to promote export performance during the last three years;

b) if so, the details thereof;

c) whether there is any monitoring mechanism in place to evaluate the performance of these schemes; and

d) the details of expenditure incurred during the last three years for export promotion schemes and objectives achieved so far?

(a) & (b) The following new incentive schemes were introduced for promoting exports during the last three years:

• Status Holders Incentive Scheme was announced in August, 2009 with an objective to promote investment in upgradation of technology of certain sectors. Duty Credit Scrips for Status Holders @ 1% of FOB value of exports is granted under this scheme.

• Special Bonus Benefit Scheme was introduced in October, 2011 to provide special assistance to specified sectors in Engineering, Chemicals and Pharmaceutical for 6 months. The scheme covered 49 products for benefit @ 1% of FOB value of exports and has sunset on 31.3.2012.

• Special Focus Market Scheme was introduced with a view to increase the competitiveness of exports with a geographical targeting. The scheme provides additional 1 % duty credit when exports are made to 41 countries. This duty credit is over and above the 3% duty credit granted under Focus Market Scheme.

(c) & (d) A Monitoring Committee consisting of representatives of Directorate General of Foreign Trade and the Department of Revenue monitors the financial outgo under the schemes. An amount of Rs. 1350 crores has been provided as additional allocation for each of last three years 2009-10, 2010-11 and 2011-12 for expansion and deepening of items under Chapter 3 schemes of the Foreign Trade Policy 2009-14.

Funds Spent On Rajiv Gandhi Creche Scheme

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:

(a) the details of funds spent on Rajiv Gandhi Creche Scheme State-wise, during the last three years;
(b) whether Government has received any complaints for misuse of funds by various NGOs, across the country;
(c) if so, the details thereof; and
(d) the present status thereof?

ANSWER

(a): Rajiv Gandhi National Crèche Scheme for the Children of Working Mothers is a Central Sector Scheme which envisages implementation through Central Social Welfare Board, and two national level Non-Governmental Organizations (NGOs), viz. Indian Council for Child Welfare (ICCW) and Bhartiya Adim Jati Sevak Sangh (BAJSS). The crèches run by BAJSS have been temporarily transferred to CSWB due to alleged irregularities in implementation by BAJSS. Funds are released directly to the implementing agencies and no State-wise releases are made. However, funds released to the implementing agencies during the last three years are as under:-

(b) to (d): Yes, sir. The Ministry had received complaints of irregularities in the management of crèches against Bhartiya Adim Jati Sevak Sangh which were enquired into by Chief Vigilance Officer (CVO) of the Ministry. On the basis of this report and as per advice of the Central Vigilance Commission (CVC), the Ministry has entrusted the investigation of the complaints to Central Bureau of Investigation (CBI).

A complaint regarding misappropriation of funds and malfunctioning of crèches by ICCW and its State Councils was also received. The same was examined by this Ministry and after considering the point-wise comments/observations of ICCW on the allegations, an advisory was issued on 22.2.2012 to ICCW asking them to expeditiously carry out an enquiry and take action on issues brought out in the complaint and submit a report to this Ministry within six months.

(d): Various measures like restricting agents from booking Tatkal tickets between 0800 hours and 1000 hours, capturing details of proof of identity and carrying the same proof during the journey, increasing the bandwidth & installation of high capacity database servers etc. have been taken by Indian Railways and Indian Railway Catering and Tourism Corporation (IRCTC) to improve availability of e-tickets including Tatkal tickets particularly during opening hours of reservation.

Dairy Poultry Venture Fund Scheme

(a) Dairy and Poultry Venture Capital Fund Scheme (DPVCF) for providing central assistance in the form of Interest Free Loan (IFL) to the beneficiaries was in operation from 2005-06 to 2008-09. This scheme was bifurcated into Dairy Venture Capital Fund Scheme (DVCF) and Poultry Venture Capital Fund Scheme (PVCF) in 2009-10.
DVCF was closed on 31st August 2010 and a modified scheme namely Dairy Entrepreneurship Development Scheme (DEDS) with central assistance in the form of capital subsidy is under implementation since 1st September, 2010.
PVCF with central assistance in the form of Interest Free Loan was closed on 31st March 2011 and PVCF with central assistance in the form of capital subsidy is under implementation since 1st April 2011.
State-wise funds are not earmarked under these schemes.
The details of funds earmarked under these schemes for last 3 years are as under:

Special Scheme For Case Of Artists

Will the Minister of CULTURE be pleased to satate :-


(a) whether it has come to the notice of Government that Kuchipudi Exponent Guru Nataraja Ramakrishna, winner of several awards including Padmabhushan, passed away recently and had a pathetic end due to lack of financial support;

(b) whether Government will agree that while promotion and preservation of our art and culture is important, taking care of our legends and icons of culture in their old age, who are not second to any of our national monuments, is much more important especially when their financial position is bad; and

(c) whether Government would like to carve out a special scheme to tackle this issue and safeguard the self respect of our veterans?

(KUMARI SELJA)

(a) A Padmashree and a Sangeet Natak Akademi Fellow, Guru Nataraja Ramakrishna expired on 07.06.2011 at the age of 87. However, it would not be correct to say that he had a pathetic end due to lack of financial support. Before his death, Guru Nataraja Ramakrishna was looked after well by his disciples and received hospital care, with assistance from the Sate Government, for over 10 days in Nizam’s Institute of Medical Sciences, Hyderabad.

(b) &(c) Yes, Sir. Government of India is already administering a scheme of financial assistance to persons distinguished in letters, arts and such other walks of life, who may be in indigent circumstances and their dependents. Under this scheme, a financial assistance of Rs. 4000/- p.m. is paid to the artistes who have made significant contribution to arts, letters, etc.; are not less than 58 years of age; and whose income (including income of the spouse) does not exceed Rs. 4000/- p.m.

(b) whether Government will agree that while promotion and preservation of our art and culture is important, taking care of our legends and icons of culture in their old age, who are not second to any of our national monuments, is much more important especially when their financial position is bad; and

(c) whether Government would like to carve out a special scheme to tackle this issue and safeguard the self respect of our veterans?

(a) A Padmashree and a Sangeet Natak Akademi Fellow, Guru Nataraja Ramakrishna expired on 07.06.2011 at the age of 87. However, it would not be correct to say that he had a pathetic end due to lack of financial support. Before his death, Guru Nataraja Ramakrishna was looked after well by his disciples and received hospital care, with assistance from the Sate Government, for over 10 days in Nizam’s Institute of Medical Sciences, Hyderabad.

(b) &(c) Yes, Sir. Government of India is already administering a scheme of financial assistance to persons distinguished in letters, arts and such other walks of life, who may be in indigent circumstances and their dependents. Under this scheme, a financial assistance of Rs. 4000/- p.m. is paid to the artistes who have made significant contribution to arts, letters, etc.; are not less than 58 years of age; and whose income (including income of the spouse) does not exceed Rs. 4000/- p.m.

Will the Minister of PANCHAYAT RAJ be pleased to state :-
(a) whether Government evaluated the functioning of the various programmes under the Ministry;
(b) if so, the details thereof;
(c) if not, the reasons therefor;
(d) the details of funds allocated by the Ministry during the last three years;
(e) the details of funds which has been spent and which has not spent; and
(f) the reasons of unspent fund?

(a) to (c): Yes, Sir. The following schemes of the Ministry of Panchayati Raj have been evaluated by independent agencies:-
