(a): As per reports entered by the States on the online Integrated Management Information System (IMIS) of the Ministry out of 16,64,186 rural habitations in the country, there were 99,379 water quality affected habitations, in which at least one source is affected by water quality problem like excess Iron, Fluoride, Arsenic, Salinity and Nitrate contamination, that are remaining to be covered with provision of safe drinking water facility.

(b): The remaining 15,64,807 habitations have been fully or partially covered with safe and adequate drinking water facilities as on 1/4/2012.

(c) & (d): The targets and achievements for providing safe drinking water to water quality affected and partially covered habitations in the last three years is as under:

Provide Financial Assistance For Completion Of The Krishna Water Project

Demand To Provide Financial Assistance For Completion Of The Krishna Water Project To Solve The Problem Of Water In Hyderabad


I would like to bring to the kind notice of the hon. Minister of Water Resources that the capital city of Andhra Pradesh, Hyderabad is facing severe shortage of drinking water. This shortage of drinking water in Hyderabad is expected to worsen in the coming years. Against the drinking water demand of 450 MGD, the Water Board is able to supply only 330 MGD. By 2013, projected water demand is likely to increase to around 480.20 MGD and the present resources available are not sufficient to meet the increasing demand. To augment the increasing demand for drinking water the construction of Krishna Water Project Phase -III is essential.
The Water Board has sought Rs. 1690 crore in the Detailed Project Report (DPR) that it submitted to the State on October 2011. But the State government, from its resources, is able to earmark only Rs. 30 
crore. Unless the financial grant or loan is provided by the Central Government, it appears that the Krishna Water Project is not going to take off.
In view of above, I urge upon the Central Government to provide financial assistance for completion of Krishna Water Project Phase II Project so that drinking water problems of the capital city of Andhra Pradesh, Hyderabad could be solved. Thank you.

(a) Yes Sir, Government of India operates a Plan Scheme namely ‘Research and Development Programme in water Sector’ under Ministry of Water Resources with objective to find solutions to the country’s water resources related problems; to improve available technology and engineering methods and procedures, to maintain a lead in the latest technology etc.

(b) During XI Five Year Plan, an outlay of Rs. 242.19 Crore was made against which expenditure Rs. 170.43 Crore has been incurred upto December 2011.

(c) Under this Scheme, target is fixed activity-wise instead of State-wise. During last three years, activity-wise break-up of physical targets and achievements are enclosed as ANNEX-I

Ground Water Availability

(a) As per last assessment of ground water resources as on year 2004 carried out jointly by Central Ground Water Board and State Ground Water organizations, the total Annual Replenishable Ground Water Resources of the country have been estimated as 433 Billion Cubic Metres (bcm).


(b) Ground water withdrawal as on 2004 for all uses is estimated as 231 bcm per year, out of which withdrawal for irrigation is 213 bcm and that for domestic and industrial purposes together is 18 bcm.


(c) The water level data collected during May, 2011 has shown that water levels in majority of observation wells range from 2 to 20 metres below ground level. A few locationsin the States/ UTs of Andhra Pradesh, Chandigarh, Chhattisgarh, Delhi, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Kerala, Madhya Pradesh, Maharashtra, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal have registered water levels more than 20 meters below ground level. The state wise details of depth to water level as measured during May, 2011 are given in Annexure I.


(d) ‘Water’ is a state subject, hence it is the primary responsibility of the State Governments to take necessary measures to improve ground water levels. However, Ministry of Water Resources has taken following steps for improvement of the level of ground water: ? Circulation of `Model Bill` to enable States/Union Territories to enact suitable legislation for regulation and control of ground water development. States of Andhra Pradesh, Bihar, Goa, Himachal Pradesh, Kerala, Tamil Nadu, West Bengal and UTs of Chandigarh, Dadra & Nagar Haveli, Lakshadweep and Puducherry have enacted ground water legislation. ? Implementation of Demonstrative Projects on Rain Water Harvesting and Artificial Recharge to Ground Water with an outlay of Rs. 100 Cr. during 11th Plan in the country. ? States have been advised for making rainwater harvesting mandatory. In pursuance thereof, 18 States and 4 UTs have made rain water harvesting mandatory under building bye-laws. ? Circulation of a Master Plan for artificial recharge of ground water to the States/UTs. ? Constitution of Advisory Council on Artificial Recharge to Ground Water for popularizing concept of artificial recharge among stakeholders as well as water managers. ? Institution of Bhoomijal Samvardhan Puraskars & National Water Award to encourage adoption of innovative practices of ground water augmentation and artificial recharge through people`s participation. ? Issuance of directions by the Central Ground Water Authority (CGWA) to all the Chief Secretaries of States having Over-exploited blocks to take all necessary measures to promote/ adopt artificial recharge to ground water/ rain water harvesting. ? Issuing of directions by CGWA vide public notice to all the Residential Group Housing Societies/ Institutions/Schools/ Hotels/ Industrial Establishments falling in the over-exploited and critical areas (Except in the water logged areas) in the country to adopt Roof Top Rain Water harvesting systems in their premises. ? Issuing of directions by CGWA to Heads of Central Road Research Institute, National Highway Authority of India, Central Public Works Department, Railway Board, Sports Authority, Airports Authority of India, Civil Aviation, Youth Affairs & Sports to implement the Scheme of Ground Water Recharge along all National/State Highways and other roads, railway tracks and other establishments of Railways, all stadia and airports. ? Notification of 43 areas by Central Ground Water Authority for regulation of ground water development.

Irrigation Potential And Its Utilization

(a) the current irrigation potential created and utilized for the country and Andhra Pradesh in particular, where total irrigation potential created was 63,22,680 hectares and out of that 58,32,810 hectares was utilized;

(b) the cost incurred for creation of such irrigation potential;

(c) the reasons for under-utilization of irrigation potential created; and

(d) the scope for further creation of irrigation potential in the next five years and the steps being taken by Government in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION No.425 TO BE ANSWERED IN RAJYA SABHA ON 26.8.2010 REGARDING IRRIGATION POTENTIAL AND ITS UTILIZATION.

(a) As per the information provided by the State Governments, total irrigation potential created in the country up to March 2010 is 108.21 million hectares (Mha) which includes 7.45 Mha of irrigation potential created in Andhra Pradesh. Detailed information about utilization of irrigation potential is available up to the end of X Plan i.e. March 2007. Against the created irrigation potential of 102.7 Mha at the end of X Plan, the irrigation potential utilization of 87.2 Mha was reported by the State Governments. The irrigation potential created and the irrigation potential utilized for Andhra Pradesh at the end of X Plan have been reported to be 6.86 Mha and 6.20 Mha respectively.

(b) Total expenditure under Major & Medium Irrigation sector, Minor Irrigation sector and Command Area Development and Water Management (CAD&WM) sector from I Plan to X Plan is about Rs.2,50,287 crores. Further, the outlay for these sectors during the first three years of the XI   Plan i.e. during 2007-08 to 2009-10 is Rs.1,25,355 crores.  


(c) With a view to ascertain the reasons for the gap between the irrigation potential created and the irrigation potential utilized, Ministry of Water Resources conducted a study through Indian Institutes of Management, Ahmedabad, Bangalore, Kolkata and Lucknow. The important reasons identified by  --> IIMs for the gap include: (a) lack of proper operation and maintenance; (b) incomplete distribution systems; (c) non-completion of command area development works; (d) changes from the initially designed cropping pattern; and (e) diversion of irrigable land for other purposes.

(d) Necessary measures for creation of irrigation potential are taken by the respective State Governments. Government of India has laid due emphasis on water resources development and management. The outlay for water resources sector has been increased from Rs.95,743 crores during X Plan to Rs.2,32,311 crores during XI Plan. The revised target for creation of irrigation potential during XI Plan is 9.5 Mha out of which creation of irrigation potential of about 5.51 Mha has since been reported during the first three years of the XI Plan i.e. during 2007-08 to 2009-10 by the respective State Governments. Government of India provides technical and financial assistance to State Governments with a view to encourage sustainable development and   efficient management of water resources through various schemes and programme. Central grant is provided to States under various schemes / programmes of Ministry of Water Resources namely “Accelerated Irrigation Benefits Programme”, “Command Area Development and Water Management Programme”, and “Repair, Renovation and Restoration of Water Bodies”. There has been considerable increase in the allocation for these schemes during XI Plan

I would like to bring to the kind notice of the hon. Minister of Water Resources that the capital city of Andhra Pradesh, Hyderabad is facing severe shortage of drinking water.
