Wi-Fi System At CWG Village

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state :-
(a) whether it is a fact that Wi-Fi system at Commonwealth village never functioned during the Commonwealth Games 2010;
(b) if so, the details thereof and reasons therefor;
(c) whether it is also a fact that to tide over the crisis OC had to provide two data cards to each of the CGAs; and
(d) the details of fund earmarked for the purpose and expenditure incurred thereon?

ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF YOUTH AFFAIRS & SPORTS
(SHRI PRATIK PRAKASHBAPU PATIL)
(a) & (b) :The WI-Fi services provided by the vendor were extremely intermittent and finally crashed out.
(c) In order to meet the requirement of the Commonwealth Associations, 145 no. (approx.) of Data Cards were provided to CGAs to cater to the requirement.
(d) 75 no. (approx) of Data Cards from MTNL at the rate of Rs.3600/- per card and 70 no. (approx) of the data card from TATA Photon at the rate of Rs.2950/- per card were provided to CGAs to cater to the requirement.

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state :-

(a) whether it is a fact that for providing various equipments at various stadia and sports village for CWG, tenders were invited in a manner to favour foreign companies and to eliminate Indian companies;

(b) the details of contracts awarded to foreign companies;

(c) whether it is a fact that such foreign companies executed their contract by procuring the goods/equipment form Indian companies;

(d) if so, the details thereof; and

(e) whether it is fact that because of this the country was made to pay for its own goods in valuable foreign exchange and if so, the action contemplated by Government?

National Sports Policy Guidelines

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state :-

(a) whether Government framed any National Sports Policy guidelines recently, that is, after a decent performance in the just concluded XIX Commonwealth Games in New Delhi, which fix the upper age limit for heads of sports federations;

(b) if so, the details thereof;

(c) the reasons therefor; and

(d) time-frame fixed by which this policy would be implemented?


ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF YOUTH AFFAIRS AND SPORTS
(SHRI PRATIK PRAKASHBAPU PATIL)

(a) & (b): Government vide order dated 01-05-2010 has prescribed an age limit of 70 years for office bearers of all National Sports Federations.

(c) The age limit is fixed on the basis of good governance practices adopted by the International Olympic Committee.

(d) The age limit shall apply to all office bearers elected after 01-05-2010.

Review Of Financial Assistance Schemes Under APEDA

Will the Minister of COMMERCE AND INDUSTRY be pleased to state :-
(a) the details of financial assistance schemes that are available under Agriculture and Processed Food Products Export Development Authority (APEDA);
(b) whether Government has undertaken any review to ensure that the financial assistance schemes serve the purpose for which they are intended;
(c) if so, the details thereof; and
(d) the monitoring mechanism in place in the Ministry to oversee the whole gamut of schemes that are being implemented?

a) to d): A Statement is laid on the Table of the House.
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF RAJYA SABHA STARRED QUESTION NO.316 FOR ANSWER ON 1ST DECEMBER 2010 REGARDING “REVIEW OF FINANCIAL ASSISTANCE SCHEMES UNDER APEDA”
(a) Agricultural and Processed Food Products Export Development Authority (APEDA) is operating five plan schemes to extend financial assistance to the eligible exporters registered with it, namely; i) Scheme for Market Development; ii) Scheme for Quality Development; iii) Scheme for Infrastructure Development; iv) Scheme for Research and Development; and v) Transport Assistance Scheme.
(b&c) The Government undertakes review of the performance of APEDA including each of these schemes from time to time. During the last five years, APEDA has fully utilized its plan funds towards the implementation of its schemes, resulting in almost doubling the export value of APEDA products to Rs.34686.87 crores in 2009-10 which constitutes 46% of total agri exports from the country.
(d) The performance of APEDA schemes is monitored periodically and especially at the time of formulation of Annual Plan, preparation of Budget Estimates/Revised Estimates etc. Component wise reports on physical and financial achievements against the targets fixed by APEDA for each scheme are also reviewed by the Ministry. These schemes are again scrutinised while reviewing the overall performance of APEDA.
